History
Seminary Covenant Community was founded in 1976 in New York by a group of ministers desiring to build small group house churches. As they met, their faith and love for the LORD grew. Eventually, they became ministers in other Christian organizations. Dr. Francis Bradley moved the headquarters to Florida in 1982, where he continued in small group ministries.
In 1989, seeking biblical accountability and a covering for ministry, Paul Rosbury joined Seminary Covenant Community. He was ordained in May of that year and began his ministry as the Lord called, first to plant small groups in the Midway Colony area. As Paul faithfully labored and God blessed his efforts, the neighborhood was transformed from a drug infested, crime ridden place, to a “safe haven” for people to raise their children and live a joyous life in Jesus.
As the Midway Colony ministry continued to thrive, Pastor Paul continued to expand into other areas, such as substance abuse recovery, welfare reform, and the Hungry and Homeless program. Through all of this, Paul saw the need and benefit of planting small “home group” churches, and continued to pursue that ideal.
In 1998, Seminary Covenant Community was granted a group exemption 501(c)(3) and began accepting applications from individuals and ministry organizations desiring membership and the biblical accountability that comes with it. Pastor Rosbury became President and Spiritual Director in 2001, and under his direction and leadership, SCC has grown to become a vibrant network of ministries, churches, and pastors, each striving to fulfill their unique call from God. He now serves as Chairman of the Board following the retirement of Frank Bradley.
In 2012, SCC acquired a 2.9 acre site with an existing Church, Education Building and parsonage for its World Headquarters. The following year, we established our first “Ministry Incubator,” a central location where individuals and ministries can grow and discover what Jesus has called them to be and do. The CENTER is a facility that enables Christian Education, Nurturing, Teaching, Evangelism and Reconciliation.

Dr. Paul Rosbury

For nearly 40 years, Dr. Rosbury has helped organize, coach, and develop numerous non-profit and faith-based groups. Paul is the Executive Director of Tapestry Community Network and Tapestry Christian College & Academy.
In addition to serving as Senior Pastor of Tapestry Covenant Community Church in Merritt Island, Paul also serves as a Spiritual Director for the Via de Cristo movement and Indian River Chapter.
Paul received his Doctorate from Christian Faith University and currently serves on their Board of Directors. Paul and wife Patricia have been married for over 37 years, and have 9 grandchildren.

Dwight Bell
President
Dwight is a Missionary and Ministry Leader. As Executive director of Wings of Grace Ministries, their mission is to teach teenagers how to make good decisions. We use aviation as a tool, first to teach aviation decision making processes, then to show that these processes work in every day life, and finally that they are all Biblical principles.
Wings of Grace includes Global Missions, flying disaster relief to the Bahamas and provides housing for young adults who age out of the foster care system.
